By promoting highly competent employees, leadership abilities, and a deep understanding of the production process, companies can ensure that production teams are led by individuals who are able to effectively manage resources, drive innovation, and improve output quality. One of the main problems is the existence of subjectivity in performance evaluation, where decisions can be influenced by personal preferences or inter-individual relationships, rather than on objective performance and competence. The purpose of this study is to provide tools that are easy to use by management in the process of evaluating and promoting employees, in order to support an effective and targeted decision-making process in the production environment by applying rank order centroid (ROC) and additive ratio assessment (ARAS) methods. So that it can make a real contribution in optimizing a fair and data-based promotion process in the production department, as well as increasing employee satisfaction and trust in the company's promotion policies. The result of the promotion recommendation that the candidate who received the highest rank was Candidate 5 with a score of 0.9305. These candidates are assessed as the ones who best meet the set criteria. Candidate 8 and Candidate 2 occupy the next position with values of 0.8684 and 0.8565. This selection process usually involves several stages, ranging from meeting administrative requirements to assessing the technical and interpersonal abilities of prospective staff. Problems that occur in the selection that do not have clear assessment guidelines can lead to highly subjective assessments, where decisions are influenced more by personal opinion than objective criteria. The purpose of this study is to apply a more objective, structured, and targeted approach to the selection of library staff admissions through a combination of ROC and OCRA methods that produce a selection model that can be applied to various library institutions, as well as support the improvement of service quality and library management through the selection of qualified staff. The results of the evaluation using the OCRA method, the candidate with the highest final score was Candidate H with a score of 0.9133, which placed him in the first rank as the most suitable candidate for the position of library staff. Candidate E was ranked second with a score of 0.8339, showing almost comparable performance and also very competitive. In third place is Candidate B with a final score of 0.3578. However, the selection of ideal teachers based on these criteria is often a challenge due to the limitations of objective and transparent assessment methods. The combination of MOORA and LOPCOW in multi-criteria decision-making offers a robust and objective approach to ranking alternatives based on relevant criteria. The combination of these two methods is expected to be able to provide more accurate, efficient, and in accordance with the needs of tutoring institutions in recruiting qualified teachers. This research aims to provide a comprehensive solution in the selection process, but also contributes to the development of a selection method based on multi-criteria analysis in the context of education. The ranking results show an alternative ranking for tutoring teacher admissions based on the scores obtained by each prospective teacher. From these results, Yusuf Hakim is ranked first with the highest score of 0.3715, which shows that he is the strongest candidate to be accepted. The second place was occupied by Siti Zahra with a score of 0.3635, followed by Intan Permata who had a score of 0.3622 in third place. Choosing the right location can affect customer accessibility, operational costs, and a company's competitiveness in the market. Determining the location of a business is often faced with various problems that can affect the success and continuity of the business. One of the main challenges is the accessibility and reach of the market, and un-strategic or hard-to-reach locations can limit customer potential and reduce business appeal. Another problem is that it often arises from the diversity of criteria that must be taken into account and the importance of each criterion varies depending on the type of business. The purpose of this study is to apply a more objective approach in determining business locations by integrating the root assessment method and entropy weighting methods in systematically evaluating various business location criteria and giving fair weight based on their level of importance. By applying this combination of methods, the decision-making process becomes more accurate and in accordance with business needs, and provides solutions that can be adapted by various types of businesses in determining strategic locations that support long-term success. Business location ranking shows the highest rated location is Location 6, with a score of 4.4254. Furthermore, Location 10 is ranked second with a score of 4.3993, followed by Location 2 in third place with a score of 4.3916. Oleh karena itu, sistem informasi perpustakaan yang berbasis teknologi web menjadi solusi yang tepat untuk meningkatkan efisiensi dan aksesibilitas layanan perpustakaan. Perancangan sistem informasi perpustakaan menggunakan pendekatan web engineering memberikan solusi yang efisien dalam pengelolaan data perpustakaan secara digital. Dengan memanfaatkan metodologi web engineering, sistem ini dirancang untuk memiliki struktur yang jelas dan modular, memungkinkan pengembangan yang lebih mudah dan pemeliharaan yang lebih efisien. Implementasi sistem berbasis web memungkinkan aksesibilitas yang lebih luas bagi pengguna untuk melakukan peminjaman, pengembalian, pencarian buku, dan perpanjangan dengan cara yang lebih praktis dan terintegrasi. Selain itu, sistem ini juga menyediakan fitur untuk memantau riwayat transaksi, pengelolaan koleksi buku, serta laporan yang mendukung pengambilan keputusan bagi pengelola perpustakaan. Secara keseluruhan, perancangan sistem informasi perpustakaan dengan Web Engineering dapat meningkatkan efisiensi, meminimalisir kesalahan manusia, dan memberikan pengalaman yang lebih baik bagi pengguna dan petugas perpustakaan.
